2024 Bond Measure 33-111
Learn about how Columbia Gorge Community College will use its voter-approved bond measure to serve its community.
The college sought and received voter approval to issue bonds which are estimated to maintain the current bond tax rate of $0.27 per $1,000 of assessed property value.
In November 2024, Columbia Gorge Community College District Board of Education received voter approval of a $13 million general obligation bond. The College estimates that property owners will continue to pay the same rate for the College’s bonds ($0.27 per $1,000 of assessed value) as they were paying previously.
Approval of the bond measure made CGCC eligible for $5.5 million in state matching funds.
The Oregon legislature has made eligible up to $5,500,000 in matching funds but only if Bond Measure 33-111 was passed.
Why the bond measure?
In 2023, the College formed a facilities planning committee composed of community and college volunteers that analyzed the condition of all of the College’s facilities. The committee recommended a plan to improve, update, and construct educational and workforce training facilities.
What the bond measure will fund
- Enhancing student and staff safety with cameras, automatic door-locking systems and seismic upgrades
- Updating aging building systems for operations, energy efficiency, technology and accessibility
- Modernizing classrooms and labs to provide educational technology and support students’ workforce training
- Improvements to The Dalles Campus classrooms, labs, and buildings, including hybrid learning technology supporting specialized job training, apprenticeship, and education programs, and improvements to food service and cafeteria facilities
- Upgrades to the Hood River Campus focused on educational (science lab and health) programs and community gathering spaces
- Refinancing the Regional Skills Center and Student Housing construction loans, thereby freeing up general fund dollars to be reinvested into the academic and workforce training programs.

Notice is hereby given that a ballot title and explanatory statement for a measure referred by the COLUMBIA GORGE COMMUNITY COLLEGE has been filed with the Elections Office of Wasco County, Oregon on July 19, 2024. The measure will be presented to the qualified voters of the district at the General Election held on November 5, 2024. The election will be conducted by mail pursuant to ORS 254.465.
The ballot title caption is: BONDS TO INCREASE ACCESSIBILITY; MAKE FACILITY AND SAFETY IMPROVEMENTS. A full copy of the ballot title and explanatory statement can be found on the Wasco County website in the Elections section, or in the Wasco County Clerk’s office located at 511 Washington St., Ste. 201, The Dalles, OR 97058
Per ORS 255.155 and ORS 251.285, any elector dissatisfied with the ballot title or explanatory statement may petition the Wasco County Circuit Court for review not later than the seventh business day after the title is filed with the Elections Officer. The last day to file a review is July 30, 2024. The challenger must notify the Wasco County Elections Office not later than 5:00 p.m. on the next business day following the day the petition for review is filed.
The measure will be published in the State Voters’ Pamphlet for Wasco and Hood River counties. Voters who wish to submit a measure argument may do so by contacting the Wasco County Clerk’s Office. Deadline to submit an argument is Friday, August 23, 2024 not later than 5:00 pm.
